EU Poison Centers Notification – PCN ECHA Portal

Since 1 January 2021, importers and downstream users are obligated to notify their mixtures in a harmonised format and unique formula identifiers (UFIs) must be included on mixture labels. This is an important change for companies placing hazardous mixtures on the market.

The EU has harmonised the information requirements on mixtures classified as hazardous for human health or physical effects as of 2021. Importers or downstream users have to submit this information to Member States, to be used by their poison centres for emergency health response.

Companies placing hazardous mixtures on the market have to prepare information in an EU-harmonised Poison Centres Notification (PCN) format. The option is to submit this information centrally through ECHA’s submission portal in case of hazardous mixtures for consumer & professional use.

UFI

The unique formula identifier (UFI) is a unique code that will be required both in the submission of information and on the label, or in some cases the packaging, of the products that contain a hazardous mixture.

Together with a product’s trade name, the UFI allows the poison centre to precisely identify both the product involved in a poisoning incident and the composition of the mixture contained in that product.

The UFI on the label or packaging must be preceded by the acronym ‘UFI:’ to help distinguish the code from other identifiers. In cases where products are not packaged, or  as an alternative to the label for products used on industrial sites, the UFI needs to be available in Section 1.1 of the safety data sheet.

Who should attend
